Take a look at the tweet from evad3rs below. You can see my reply to evad3rs' tweet from my official twitter handle @naufidomino.
@evad3rs_team this just #happenseverytime whenever a new #iOS firmware is yet to be jailbroken. Only trust #evad3rs and use #evasi0n

Now we have recieved official confirmation from the evad3rs dev team regarding silv3rwind and it is now labelled as a complete scam, so keep your hands off it. Moreover, It claims to support iOS 6.1.3 on almost all idevices : iPhone 3G/3GS/4/4S/5, iPad 1/2/3/4, iPod 1/2/3/4 and also the Apple TV which is practically impossible as some these devices are way too old for newer firmwares.
How this scam works
I was successfully abe to reverse-engineer the entire scam just to make sure you know how it functions.
- The creator of this fake software either programs the tool himself in a windows-based programming language like Visual Studio or outsources the coding part.
- The scammer then packages the executable .exe file in a zip file and makes it password protected.
- Now, he makes another text file in the which gives the instructions to the user to complete a survey to get the password for the software.
- Users complete the survey and the scammer earns money.
Stay away from such scams and fake tools. I am watching a lot of gullible people asking us the password of silv3rwind's zip file. iOS 6.1.3 firmware can't be jailbroken at the moment successfully but you can downgrade iOS 6.1.3 to 6.1.2 and then use evasi0n. If you choose to downgrade your idevice, follow this tutorial here.

How do you get rid of that scam ? The message "Please complete the survey" always appears, and that's very annoying...

This tool simply is bogus and won't work, so there's no point in trying it.

Has anyone actually reported the scammers to the FTC or the FBI? They could be grounds for deceptive advertising and fraud.

Huckleberry, actually what they are doing is not a crime. It's just fooling people to download thier useless softwares just to make money. As far as FBI is concerned, I am pretty sure this doesn't come under thier purview.
