How To Downgrade iOS 7 To iOS 6.1.3

The main advantage of this method is does n ’t require saved SHSH blobs as in the case of earlier firmwares and everything is very straight forward and simple.
Stuff needed
- iTunes 11.0.4
- 6.1.3/6.1.4 firmware
- Computer running Windows or Mac OS X
- iDevice
- USB cable
Step 1: Download the iOS 6.1.3 from here or 6.1.4 (only for iPhone 5) from here.
Step 2: Now, connect your idevice running 7 beta 1 firmware to your computer.
Step 3: Place your idevice in DFU Mode using these instructions below...
- Keep holding Home button till iTunes detects your device in recovery mode
Step 5: Point it to the ipsw firmware file you downloaded in Step 1
Step 6: Let the process run. It should 15-20 minutes depending on your computer's processing power.
After this, your device will be successfully downgraded and restored to 6.1.3/6.1.4. For a more in-depth overview of this tutorial, follow this video...

by using above procedure can we downgrade to ios6.1.2 (iphone 5)?

No, you can downgrade back only to 6.1.4, which is the latest official firmware for your device.

I downgraded to iOS 6.1.3 and now I can't use my backup that was backed up in iOS 7.0 - HELP?!

As we said in the installation tutorial, you have to backup before even starting the process, otherwise all data will be lost.

Can u downgrade 7.0.4 to ios 6.1.3 using the same procedure as u hav mentioned above ??
